New legislation, the Worker, Homeownership and Business Assistance Act of 2009, which was signed into law on November 6, 2009, extends and expands the first-time homebuyer credit allowed by previous Acts!
The Worker, Homeownership, and Business Assistance Act of 2009 has extended the tax credit of up to $8,000 for qualified first-time home buyers purchasing a principal residence. The tax credit now applies to sales occurring on or after January 1, 2009 and on or before April 30, 2010. However, in cases where a binding sales contract is signed by April 30, 2010, a home purchase completed by June 30, 2010 will qualify. AND it also authorized a tax credit of up to $6,500 for qualified move-up/repeat home buyers (existing home owners) purchasing a principal residence after November 6, 2009 and on or before April 30, 2010 (or purchased by June 30, 2010 with a binding sales contract signed by April 30, 2010).

Making An Offer >Negotiations Part 2
If you are the buyer in a home sale transaction, you should be prepared to submit an offer to the seller. An offer is not simply the price -- there are more components involved.
The real estate agent will act as the conveyor of information. There are a few things to look out for in such negotiations: 1) include a finance contingency, even if you have loan pre-approval, 2) insist on an engineer's, termite and radon inspection contingencies, 3) itemize the personal property you want included, such as chandeliers or drapes, and 4) submit the closing date you prefer.
Buyers should be prepared to make their best offer first, but if that offer is not acceptable to the seller, they should expect to go through a round of counter-offers.
